Biography: Jack is the Engineer-Manager for the Commission. The Commission was created by the Bear River Compact which is a state/federal law agreed to by the States of Idaho, Utah and Wyoming and the United States Government. Our prime responsibility, as set forth in the Compact, is to equitably divide the waters of the Bear River between the three states when there is a water shortage.
